PL 2338: approved by the Senate in December 2024, Brazil's AI bill has been stalled in the Chamber for sixteen months
- What it is
- Senator Rodrigo Pacheco's bill creates a risk-based regime, a national governance system coordinated by ANPD, fines of up to 2% of revenue or R$ 50 million, and 12-to-24-month adaptation periods. It passed the Senate floor on 10 December 2024 and reached the Chamber in March 2025, where a special committee (rapporteur Aguinaldo Ribeiro) held 31 meetings and heard 180 people.
- What was demonstrated
- Status on 6 September 2026: “awaiting the rapporteur's opinion”. The vote slipped from December 2025 to May 2026 and is now promised for late 2026, after the elections. If approved in 2027, full effect would land in 2028–2029.
- What was not
- The text may change substantially in the Chamber; what is described is the Senate version. Deadlines announced by leaders have a history of slipping.
- Why it matters
- It is the one law that will define concrete obligations for anyone building AI in Brazil, and the real timeline matters more than the headlines.
